Before we dive into this week's newsletter, I wanted to share a quick look at what YOUR Texas 14th District Congressman was working on in Washington this week: - Advanced my bipartisan Pipeline Safety Authorization Act of 2026 out of the full House Energy & Commerce Committee. This legislation strengthens protections for America’s more than 3 million miles of pipelines, increases penalties for those who intentionally damage critical energy infrastructure, and now heads to the House floor for consideration.
- Published an op-ed highlighting my bipartisan PACK Act, which also took center stage during a House Energy & Commerce Subcommittee hearing. This legislation establishes one clear national standard for when companies can label packaging as “recyclable,” “compostable,” or “reusable,” helping consumers make informed decisions while preventing misleading environmental claims.
- Voted YES on H.R. 9770, the Continuing Resolution, to keep the federal government open through December 2026 while Congress continues its work on the FY2027 appropriations process. Keeping the government open gives Congress more time to finish the job the right way through regular order.
- Voted YES on H. Con. Res. 102, establishing the Congressional Budget for Fiscal Year 2027, to launch Reconciliation 3.0 and keep President Trump’s America First agenda moving forward. This lays the foundation for legislation that strengthens our national defense, secures our elections, and supports American agriculture.
- Voted YES on H.R. 7008, the Stop Insider Trading Act, to prohibit Members of Congress, their spouses, and dependent children from purchasing individual stocks while serving in office. This bill helps restore trust in Congress by ensuring public service always comes before personal profit.
- Voted YES on H.R. 8800, the National Defense Authorization Act for Fiscal Year 2027 to strengthen our military, support our servicemembers and their families, and ensure America’s Armed Forces remain the strongest fighting force this world has ever witnessed.

House Republicans are committed to keeping the government open while continuing to advance an America First agenda. That’s why I voted to pass a Continuing Resolution (CR) that keeps the federal government funded through December 4, 2026, giving Congress more time to complete the Fiscal Year 2027 appropriations process through regular order.
The House has done its job. We passed all twelve appropriations bills out of the Appropriations committee and have already passed several FY27 bills through the House, including: - H.R. 8469, the Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2027: Improves military housing and infrastructure, expands support for veterans’ health care and benefits, and fully funds the programs our servicemembers and veterans rely on, while keeping spending focused on those priorities.
- H.R. 8595, the National Security, Department of State, and Related Programs Appropriations Act, 2027: Refocuses America’s foreign policy on our national interests by confronting Communist China and Iran, supporting key security partnerships, and reducing funding for international programs that do not directly advance U.S. priorities.
- H.R. 9010, the Legislative Branch Appropriations Act, 2027: Strengthens Capitol security, supports the constituent services Americans depend on, and ensures Congress can continue conducting oversight of the federal government, all while spending $1.2 billion less than the Administration requested.
However, Senate Democrats want to stall this work and are a threat to the regular funding process and increase the risk of another potential government shutdown that is unnecessary and certainly harms the hard working men and women as well as the everyday programs that keep Americans safe.
This Continuing Resolution isn’t the path I wanted to take, but Texans (and all Americans) shouldn’t have to bear the consequences of another Democrat-led government shutdown. There are no poison pills, not another bloated omnibus, and no bureaucratic games being played. It simply extends current funding while preserving the progress House Republicans have already made toward passing all twelve appropriations bills. It also ensures the programs Americans rely on, including disaster relief, wildfire suppression, the National Flood Insurance Program, SNAP, WIC, TANF, small business programs, and livestock reporting programs, continue without interruption.
I will continue fighting every day for fiscal responsibility and to put an end to the last-minute, trillion-dollar spending packages that have become all too common in Washington. We owe the American people a government that lives within its means, protects taxpayers, and funds the priorities that keep our nation safe and prosperous. |

Across the country, conflicting state packaging labels are creating confusion for consumers and driving up costs for businesses. The PACK Act brings greater clarity and consistency to packaging claims, ensuring families have honest, reliable information they can trust when making everyday purchasing decisions.

American energy dominance depends on our ability to deliver affordable, reliable energy safely to the families and businesses that depend on it every day. That’s why I was proud to see my Pipeline Safety Authorization Act of 2026 advance out of the full House Energy & Commerce Committee during Tuesday’s markup.
Our nation has more than 3 million miles of pipeline infrastructure working around the clock to safely deliver reliable, affordable energy that powers American homes, manufacturers, and small businesses across Texas and the nation. Here on the Texas Gulf Coast, we understand better than anyone how important it is to protect our energy infrastructure and the systems that deliver it. Texas’ 14th Congressional District is home to one of the most significant concentrations of energy production, refining, petrochemical manufacturing, and pipeline infrastructure anywhere in the United States.
My legislation reauthorizes the Pipeline and Hazardous Materials Safety Administration (PHMSA) for the first time since 2020, strengthening pipeline safety standards, increasing penalties for safety violations, improving damage prevention, modernizing aging natural gas infrastructure, enhancing carbon dioxide pipeline safety, and creating a voluntary information-sharing system to help prevent future accidents. It also protects the First Amendment rights of lawful protesters while ensuring those who knowingly sabotage critical pipeline infrastructure are held accountable.
I’ve always said producing American energy is only half the battle. Our energy is only as strong as the infrastructure that delivers it. This legislation helps protect our communities, support good-paying jobs, strengthen our national security, and ensure America continues leading. |
Earlier this week, the U.S. Department of Justice (DOJ) gave the State of New Jersey five days to turn over voter registration records after the state disclosed that approximately 6,600 illegal aliens were registered to vote between 2023 and 2024 through its motor vehicle registration system. State officials have acknowledged that nearly 400 of those individuals cast ballots before the registrations were identified and removed. The DOJ is now investigating the incident and seeking additional records to determine whether New Jersey complied with federal election laws. |

July is almost in the rearview mirror! They say you can’t stop time, but you can certainly make the most of it, and that’s exactly what Team Weber has been doing for the hardworking people of Texas’ 14th District.
We kicked off the week in Dickinson, where Team Weber had the privilege of celebrating with a deserving family as they took one step closer to the American Dream during a Habitat for Humanity home dedication. It was an honor to be part of such a special day.
Team Weber traveled to Lake Jackson for the ribbon cutting of the My Community Health Network Kids Way Clinic. This new facility will expand access to quality health care across Texas’ 14th District by providing primary care, women’s health, men’s health, pharmacy services, preventive care, and routine checkups.
We wrapped up the week in Port Neches at the Port Neches Chamber of Commerce Summer Social. Small businesses are the backbone of our economy, and it was great to connect with local business leaders and community members who are helping keep Southeast Texas growing.
