Since Joe Biden and Kamala Harris took office their failed foreign policy of appeasement has diminished our standing on the world stage, emboldened our allies, and plunged the world into a state of constant chaos. This week, House Republicans passed a series of bills to combat the existential threat of the Chinese Communist Party and restore the strength and dominance of the United States.
Ending China’s Stranglehold on Electric Vehicles The Biden-Harris Administration’s Inflation Reduction Act (IRA) showered tax subsidies on electric vehicle (EV) producers at the expense of hardworking American taxpayers. The intent was to ensure that these subsidies didn’t benefit foreign entities of concern (FEOCs), like companies with ties to China. But unsurprisingly, the Administration bent over backward to appease radical leftists and corporate elites by creating massive loopholes that allowed Chinese-linked companies to cash in on U.S. tax dollars.
H.R. 7980, the End Chinese Dominance of Electric Vehicles in America Act of 2024, takes bold steps to reverse this. The bill closes the ‘Chinese Billionaire Loophole’ and the ‘Chinese Manufacturing Loophole,’ ensuring that EV credits are only available for vehicles free from critical components sourced from FEOCs. This bill is a huge step forward in breaking China’s dominance over our EV market and protecting America’s advanced manufacturing capabilities.
Protecting U.S. Sovereignty from the WHO Another vital bill passed this week was H.R. 1425, the No WHO Pandemic Preparedness Treaty Without Senate Approval Act. Under President Trump, we rightfully withdrew from the World Health Organization (WHO) after its repeated failures and cover-ups during the COVID-19 pandemic. Yet, the Biden-Harris Administration wasted no time rejoining this globalist organization, even as it continues to prioritize CCP talking points over transparency and accountability. This bill ensures that any future agreement reached with the WHO must be treated as a treaty and require ratification by the Senate. This legislation is crucial in protecting our nation’s sovereignty and preventing unelected bureaucrats in Geneva from dictating U.S. pandemic policies.
Defending America’s Intellectual Property China’s economic espionage has cost American taxpayers up to $500 billion annually, with the CCP aggressively targeting U.S. intellectual property and infrastructure. The Trump Administration took decisive action with the China Initiative, prosecuting dozens of cases and holding China accountable. But again, the Biden-Harris Administration caved to the radical left, terminating the program and leaving America vulnerable to CCP espionage.
That’s why House Republicans passed H.R. 1398, the Protect America’s Innovation and Economic Security from CCP Act of 2024. This bill reinstates the China Initiative under a new name, the CCP Initiative, ensuring that we hold the CCP accountable for its relentless efforts to steal American innovation and compromise our national security.
We will continue to stand strong against threats from China and any other adversaries who seek to undermine our great nation. These bills send a clear message: American sovereignty, innovation, and taxpayers will not be compromised. Let's keep pushing forward for a safer, stronger America!

This week on the House Energy and Commerce Subcommittee on Energy, Climate, and Grid Security we had a hearing titled “From Gas to Groceries: Americans Pay the Price of the Biden-Harris Energy Agenda." We heard from the following - Linda Pryor, Hilltop Farm WNC, Hendersonville, NC, on behalf of the American Farm Bureau Federation → “While additional tools in the energy production toolbox are welcome, unfunded mandates, premature deployment of new technology and increased regulatory burdens are raising costs for everyone. Rising costs of energy and other inputs ripple through the entire food chain, from the farm fields to the grocery store shelves.”
- Patrice Onwuka, Director, Center for Economic Opportunity, Independent Women’s Forum → “Too many hard-working Americans are struggling today and fear that the American tradition of climbing the economic ladder has been lost. Grocery, energy, and housing prices remain frustratingly high for most households.”

American families face rising utility costs, increased strain on household budgets, and uncertainty about whether new supply can meet rising energy demand. Americans Pay the Price of the Biden-Harris Energy Agenda” to expose the costly consequences of the Biden-Harris administration's rush-to-green policies and advance policies that unleash American energy. The Harris-Biden administration’s radical, rush-to-green agenda has undermined our energy security, leading to years of out-of-control inflation and higher prices on everything from food to housing to vehicles.

"These costs impact more than what we pay at the gas pump, they also increase the cost of crop inputs like seed and fertilizer, farm machinery parts, produce packing and other essentials."
"The fuel cost increase to operate our equipment and trucks has created a noticeable hardship for my farmers since 2021, when we spent $57,000 for diesel and gasoline compacted to 2023 when we spent $83,600."
"Solar energy has its place in the energy toolbox, but it should not be deployed in a way that takes prime farmland out of production."
We can either keep going down this road of energy restrictions, rolling blackouts, and sky-high costs, or we can take the path of energy independence, security, and economic growth. To me, the choice couldn’t be clearer. We’ve got to roll up our sleeves and push for policies that lower costs for hardworking American families and businesses. And that starts with unleashing the full potential of American energy. If we want to bring down prices and make life affordable again, we’ve got to stand up against the Biden-Harris administration’s radical green agenda. Instead, we should be fighting for the American principles of free market competition, innovation, and good old-fashioned environmental stewardship. That’s how we’ll secure our future.

We are pleased to announce that the Congressional App Challenge (CAC), a competition designed to encourage student participation in computer science and coding, will be hosting our annual coding competition this year. Students are encouraged to register online and submit their app by October 24th.
Officially launched by the U.S. House of Representatives in 2015, this nationwide effort allows students to compete against their peers by creating an application (also known as an “app”) for desktop/PC, web, tablet, mobile, raspberry Pi or other devices. We accept any programming language, such as C, C++, Java, JavaScript, Python, Ruby, or "block code." The Challenge is designed to promote innovation and engagement in computer science.
The Congressional App Challenge is open to all middle and high school students in the 14th Congressional District of Texas. Students entering the competition must submit their app to CongressionalAppChallenge.us during the Competition Submission Period through October 24th, 2024.
The winner from the 14th Congressional District, chosen by a panel of expert judges, will be featured on CongressionalAppChallenge.us. The winning app will also be eligible to be on display in the U.S. Capitol, honoring the winners from across the country.
